Complementary measures

These services focused on capacity development for both the Ministry of Public Works and Housing (MoPWH) and Ministry of Education (MoE), improving the operation and maintenance of the Schools Programme, not only design and construction wise, but also improving the staff Procurement and Contracts capability.
This concept considered four measures as follows:

Preparation of Tender Documents and Evaluation for the Supply of Furniture and Equipment for RUTF and SCP I/II Schools, in addition to the Tawjihi Centers

As part of the Capacity Building measures, and the need to support Ministry of Education engineers with the Procurement of Furniture and Equipment tenders, Ministry of Education requested to expand the scope of work for the Consultant to provide support with the procurement procedures as per KfW Procurement Guidelines.
Based on this the Consultant held a workshop on KfW Procurement Guidelines on 15th & 17th December 2024 for the need to train and advise MoE’s engineers.
The procurement workshop was an introduction and outline of the KFW procurement regulations to train MOE employees on the bidding procedures for each tender, the types of contracts for services, goods were explained.
Differences between KFW regulations and local regulations were introduced and discussed with the committees’ representatives.
The Consultant procurement team has provided full support to the MoE employees and committees throughout the procurement process, ensuring that KFW Procurement Guidelines were followed, using Standard Bidding Documents (SBD), Simplified Bidding Documents ,and Specimen Bidding Documents, depending on the nature, value and complexity of each tender. Please refer to previous section for detailed information and progress of this measure.
