Project Life Cycle
Site Assessment and Selection
March 2019- March 2020
A Site Selection Process was carried out to choose a final list of school sites to be developed under this project. The final list got approval from MoE and MoPWH as well as non-objection from the Donor.
The Site Selection Process consists of two stages:
Stage 1:
Pre-Screening of the school sites proposed by Ministry of Education against their general suitability based on approved Preliminary Eligibility Criteria. The result of this stage was either Go or No Go based on, but not limited to:

High demand in the area;
-
Land availability and ownership with no resettlement involved;
-
Basic infrastructure;
-
No obvious ecological or cultural challenges on site and no archaeological remains.
Stage 2:
Detailed and final selection of recommended sites based on a ranking process with a set of agreed technical, social, and financial requirements and criteria (detailed Selection Criteria presented as a Decision Matrix). The requirements include but are not limited to:

Shape/Area of Plot and Topography;

Accessibility;

Availability of Services / Infrastructure
-
Presence of Current Structures or Vegetation Onsite;

Presence of Environmental and/or Social Hazards;
-
Percentage of School-Age Population not Enrolled in Public Schools;

Percentage of Refugees;
-
Percentage of Rented Schools and Double shift schools;
-
Percentage of Buildings not fit as Educational Buildings.
Planning and Design

Planning
Before initiating the design process, the spatial requirements for the schools were discussed and agreed with the Ministry of Education; these requirements were developed based on sightings of existing schools, the MoE guidelines as well as previous school construction programmes carried out by different donors around Jordan.

Design
-
The design of the schools' are based on the principles of a “Child-Centered Fully Functional School” focusing on a high quality educational environment catering to the child’s needs.

The designs provide a safe environment considering thermal and visual comfort, social aspects and fire safety.

Other design considerations include the need for future expansion, high performance design, and sustainability and environmental considerations.

The design of the schools' was undertaken in three stages: Conceptual Design, Preliminary Design and Detailed Design.

The designs are developed in coordination with Ministry of Public Works and Housing, Ministry of Education, KfW, international architectural advisors, and international landscape architects through workshops and regular meetings.
Tendering

The tendering process for the Construction Works is done through the Special Tendering Committee at MoPWH, and is done in accordance with KfW Procurement Guidelines, and MoPWH’s procedures. Grade 1 and 2 Contractors were invited to participate in a single stage tendering process which allows the Ministry to qualify bidders, then study their technical and financial proposals.
The first three packages had a Commencement Day in September 2022:

Package 1: Al Nahda School was awarded to Ahmad Yousef Al Tarawneh and Partner Ltd. (Commencement: Sept 2022)

Package 2: Howwara School and Hakama School was awarded to Jordan Sadeen Contracting and Consulting (Commencement: Sept 2022)

Package 3: Hai Al Dobbat School was awarded to Nimir Al Lawzi & partners contracting (Commencement: Sept 2022)
The second two packages had a Commencement Day in October 2023:

Package 4: Al Rabi Bint Al Moweth School and Khalid Bin Al Waleed School were awarded to Joint Venture United Enterprises Co. Ltd. & Jubail Cont. Cons. (Commencement: Oct 2023)

Package 5: Al Khansaa' School, Ibn Tofayl School, and Shafa Badran (Marj Al Ajrab) School were awarded to Jordan Sadeen Contracting and Consulting. (Commencement: Oct 2023)
The following package had a Commencement Day in January 2024:

Package 6: Hind Bint Otbe School, Na'eema School, and Al Mansoora School were awarded to Joint Venture Ale’mar Contracting Company & Ahmad Yousef Al Tarawneh & Partner Co. Ltd. (Commencement: Jan 2024)
The final two packages have been awarded with the following Commencement Days:

Package 7: Sukainah Bint Al Husain School, Aydoon School and Hai Hamzeh School were awarded to Joint Venture Arab Business Contracting Co. & Al Rasekhoun Al Arab for Construction and Contracting (Commencement: Feb 2025)

Package 8: Hai Al Sharqi School, Hai Al Jundi School and Asmaa' Bint Amees School were awarded to Joint Venture Nimer Al Lawzi & partners Contracting Co. & Arab Business Contracting Co. (Commencement: May 2025)
Construction
September 2022 - On-going
Twelve schools are fully constructed and handed over to the Ministry of Education.
Six other schools are currently under construction.
Operation and Maintenance
Started September 2024
The core strategy for the new facilities is built on durability and proactive care to ensure long-term value and a safe learning environment.
1. Investment in Durability
The furniture and construction materials were specifically chosen to increase the lifetime of the schools and minimize maintenance needs. This approach guarantees the protection of the capital investment, the quality of the learning environment, and the occupants' health and safety.
2. Comprehensive Planning and Funding

Maintenance Plans: Comprehensive Preventative Maintenance Plans have been developed to fulfill the stakeholder's vision, serving as the official guide for facility care.

Secured Funding: The Ministry is committed to ensuring enough funding is put in place for all types of maintenance, covering the necessary labor, material, and equipment for each maintenance item.
3. Training and Documentation
To ensure proper long-term operation, the project implemented a robust program for documentation and capacity building:

Standardized Manuals: Three comprehensive operational manuals were prepared, approved, and distributed: the Maintenance Manual for Public Schools, the Health and Safety Manual, and the Cleaning Manual for Schools’ Building and Facilities.

Capacity Building:

Facility Staff Training: Training on the Maintenance Manual has been integrated into the official school handover process for the Principal and facility staff.

Technical Supervision: Extensive Environmental, Social, Health, and Safety (ESHS) training was provided to 203 MoPWH engineers who form the Supervision Team overseeing the project and maintenance adherence.
